How to privatize an apartment or a dormitory room in Ukraine for free: list of documents and sample application for housing privatization
The Ministry of Regional Development, Construction and Housing and Communal Services publishes information for those wishing to privatize housing in Ukraine
The Ministry of Regional Development of Ukraine has published explanations on how to privatize an apartment or a room in a dormitory for free — that is, to obtain privately owned housing that belongs to the state housing fund. Information on the procedure for the free privatization of housing is relevant for September 2019 and applies to apartments in apartment buildings, rooms in communal apartments, residential meters in a hostel.
Free privatization of apartments in Ukraine is carried out with a housing order. The person to whom this document was written out is the employer, and those who were accommodated and registered in housing with him belong to family members and are participants in the privatization process.
What can and cannot be privatized in Ukraine for free
Free privatization of housing in Ukraine is possible for such objects
one-room apartments;
if the apartment was received during the demolition of the house and compensation in cash was not received;
if a concessionary is registered in housing;
facilities where large families and military personnel live.
Objects that cannot be privatized
unauthorizedly remodeled and refurbished residential premises;
apartments that belong to or belong to museums;
dorm rooms in military camps, botanical gardens or reserves;
emergency facilities, or those located in the exclusion zone, etc.

The procedure for calculating living space for free privatization
The area of housing that is subject to free privatization depends on the number of registered persons.
Free privatization of the apartment is possible taking into account the sanitary standard of 21 square meters. m per tenant.
Added 21 sq. m for each participant and 10 for the whole family.
According to the calculations of the Ministry of Regional Development of Ukraine, on average, two people can privatize 52 sq. M. m of housing.
Documents for free privatization
For free privatization of the apartment, you must provide the following package of documents:
an application for the privatization of an apartment, a dormitory, a room in a communal apartment;
copies of the applicant’s passport and all members of his family (for children under 14 years of age – copies of birth certificates) living with him,
copies of the birth certificate, marriage, divorce, court decision on divorce, which entered into force;
certificates of registration of the place of residence of the applicant and all members of his family registered in the apartment (house), dormitory, room in a communal apartment;
registration certificate for the apartment (room, residential block, section) and its copy;
copy of a warrant for a dwelling or a warrant for a living space in a hostel certified by a service organization (Housing Office)
a document (certificate) confirming that you did not participate in the privatization, that is, you did not use housing checks (privatization papers received by all citizens of Ukraine and used to privatize the state housing stock);
certificate from the branch of PJSC “Oschadbank of Ukraine” on the balance of housing checks on deposit residential accounts. Served if citizens have already participated in the privatization of public housing;
copy of the document confirming the right to preferential terms of privatization (if any);
statement of consent of temporarily absent members of the employer’s family for privatization.
To privatize a dorm room, an additional package of documents is required:
medical certificate that the future owner is not sick with tuberculosis;
extract from the State Register of property rights to real estate;
copy of the rental contract.
