How to get a building permit in Ukraine according to a simplified procedure – recent changes
First you have to get a construction passport for the future home.
A simplified procedure is being introduced in Ukraine in order to obtain a building permit and draw up the necessary building documents. The state will apply the declarative principle of obtaining law.
How to get a building permit according to a simplified procedure, said Lev Partskhaladze, Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine.
“The start of construction should simply be reported to the appropriate local structural unit for urban planning and architecture.But first you need to get a construction passport for your future home, ”he said.

The construction passport reflects the town-planning and architectural requirements for placement and construction:
individual residential buildings;
garden, country house;
household structures, garages.
Registration of a construction passport does not require obtaining urban planning conditions and restrictions, and the development of a construction project is not required.

To obtain a construction passport, you must submit a package of documents to the local structural unit for urban planning and architecture or to the Center for the provision of administrative services.
List of documents for obtaining a construction passport
application for a construction passport;
a copy of the document of ownership or use of the land;
outline design intentions;
a notarized document on the consent of the co-owners of the land plot to the building.
Earlier in Ukraine, the procedure for obtaining a building permit was simplified:
the category of complexity of the object is canceled, the concept of “class of consequences” is introduced instead;
increased responsibility for all participants in the construction market;
The requirements on the need to obtain initial data and technical conditions have been canceled.

In addition, an amnesty has been declared for private houses, cottages and personal buildings built before 2015 and not officially registered. They will be put into operation under such conditions:
house, cottage, garden house should be built before 2015;
the area of the building should not exceed 300 square meters;
the object must comply with the purpose of the land, building codes;
A technical inventory of the home should be carried out.
The State Architectural and Construction Control must take such objects into operation after a technical examination within 10 days from the date of application.
